Russia (RUS): Tosno would have qualified for the Europa League group stage as the winners of the 2017–18 Russian Cup, but failed to obtain a UEFA licence.[16] As a result, Krasnodar, the fourth-placed team of the2017–18 Russian Premier League, entered the group stage instead of the third qualifying round, Zenit Saint Petersburg, the fifth-placed team of the league, entered the third qualifying round instead of the second qualifying round, and the second qualifying round berth was given to Ufa, the sixth-placed team of the league.

Mas para que não restem dúvidas da inflexibilidade da UEFA, deixamos um apanhado das equipas excluídas da Liga Europa desde a época 2013/14 (época para a qual nos inscrevemos pela primeira vez, mas devido a erros processuais a nossa candidatura não foi aceite e além disso não teríamos direito participar porque ficamos fora dos lugares que deram acesso) e várias foram as equipas que recorreram para vários tribunais e associações desportivas mas sempre sucesso:

Há alguns erros na tua análise. Em alguns casos, a reclamação da licença é bem recebida e pode reverter uma recusa inicial. Alguns casos abaixo:

Para além disso a lista de 2018/2019 é provisória. E outro aspecto importante: 90% dos clubes a quem foi negada uma licença foi por problemas financeiros, não burocráticos.
Claro que é por motivos económicos. 99% das equipas não se esquecem de fazer o licenciamento ou acham que não é preciso.
